The following ordinances detail regulations for proper procedures in areas generating frequent complaints and violations:
Nuisance Animals
Jonesborough has a leash law wherein it is unlawful for any owner to allow their dog to go off their property without being under the control of the owner, either by leash or vehicle. No owner or custodian of any animal shall cause or allow such animal to soil, defile, on defecate or any public property or upon any street, sidewalk, public way, park, play area or common grounds owned jointly by the members of a homeowners or condominium association or upon private property other than the owner, unless such owner or custodian immediately removes and disposes of all feces deposited by such animal by the following methods:
- Collection of the feces by appropriate implement and placement in a paper or plastic bag or other container; and
- Removal of such bag or container to the property of the animal owner or custodian and deposited thereafter in a manner as otherwise may be permitted by law.
Weeds
Every owner or tenant of property shall periodically cut the grass and other vegetation commonly recognized as weeds on his property, and it shall be unlawful for any person to fail to comply with the order by the Town Recorder or Chief of Police to cut such vegetation when it has reached a height of over one (1) foot.
Junkyards/Sanitation Nuisances
It is unlawful for any person to permit any premises owned, occupied, or controlled by him to become or remain in a filthy condition, or permit the use or occupation of same in such a manner as to create noxious or offensive smells and odors in connection therewith, or to allow the accumulation or creation of unwholesome and offensive matter or the breeding of flies, rodents or other vermin or the premises to the menace of the public health of the annoyance of people residing within the vicinity.
All junk stored or kept in such yards shall be so kept that it will not catch and hold water in which mosquitoes may breed and so that it will not constitute a place or places in which rats, mice, or other vermin may be harbored, reared, or propagated. All such junkyards shall be enclosed within close fitting plants or metal solid fences touching the ground on the bottom and being not less than six (6) feet in height, such fence to be built so that it will be impossible for stray cats and/or stray dogs to have access to such junkyards.
Junk Vehicles
No person shall park, store or leave or permit the parking, storage or leaving of any motor vehicle which is rusted, wrecked, junked, partially dismantled, inoperable, or abandoned condition upon any public or private property within the town for a period in excess of ten (10) days unless such vehicle is stored or parked on said property in connection with a daily licensed businesses or commercial enterprise operated and conducted pursuant to law and such parking or storing of vehicles is necessary to the operation of the business or commercial enterprise.
Vehicle Noise
It shall be unlawful for any person to cause unnecessary noise by unnecessarily sounding the horn, “racing” the motor, or causing the “screeching” or “squealing” of the tires of any motor vehicle.
Parking
No person shall park or leave a vehicle parked on any street or alley for more than seventy-two (72) consecutive hours without the prior approval of the police.
Fireworks
It shall be unlawful for any person to sell or offer for sale, or keep in stock, or give away, within the town, any fire cracker, cannon cracker, torpedo, roman candle, sky rocket, pin wheel, or any fireworks of any nature whatsoever, or any toy pistol or toy cannon discharged by percussion caps or by percussion caps and gun powder or other means.
Intoxicating Liquor on Public Property
It shall be unlawful for any person to drink or consume or have an open container of beer or intoxicating liquor in or upon any public street, alley, avenue, highway, sidewalk, public park, public school ground, or other public place.
