Jonesborough's Water System has a staff of five (5) meter readers that are responsible for reading water meters each month and providing maintenance when needed. The meter readers perform cut-offs for discontinuation of service or for non-payment. In order to get water established the same day, payments for new applications must be received before 3 pm the day service is requested, Monday - Friday.
Meter readers are provided with a schedule of reading so that to the extent possible meters are read close to the same time each month. The date the meter is read is on the water bill, and when customers compare billing costs from one month to the next, it is important to compare the number of days between billings as well.
The Jonesborough Water Department bills are based on the amount of water that goes through the individual meters. Meter readers cannot determine how water is used or who has used it, only that it went through the meter. The water service is in the name on the individual Water Service Application, and the person listed on the application is ultimately expected to pay for the water going through the meter. Meters and the service lines from the water transmission line to the meter belong to the Jonesborough Water Department. Meter readers must be able to access the meters and service lines. In order to continue water service, meters readers may not be obstructed from accessing the meter or from opening the protective meter box lid to be able to read or maintain the meter.
To the extent possible meter readers will alert homeowners of a problem if they feel there is an issue that needs to be addressed. While tampering or doing anything to change the operation of a meter is illegal and subject to prosecution, homeowners are encouraged to be able to understand how to read the meter. Also, homeowners may turn everything off in their home or building and look at the meter to see whether the dials are still moving. If everything is off and the meter is still moving and showing usage, there will be a leak somewhere on the homeowner side of the meter. The homeowner is responsible for repairing problems on the line and service leaving the meter.
